Some come to dispel the loneliness of losing a spouse.   Others need a place to stay while their caregivers are at work.  Some live there full-time in rent-subsidized apartments.

Down a Westminster alley, hidden from view, stands a venerable, two-story, brick schoolhouse.  In the hallways and classrooms where children once laughed and learned, seniors gather to do much the same.

With the help of Carroll County residents like you, FCS is building a $4.6 million addition to West End Place and renovating the existing senior center.  But we can’t do it without you. We need to raise an additional $500,000 for construction through a capital campaign.

When the project is complete, all of our Carroll County services, from counseling and behavioral health to domestic violence intervention and victim support groups, will be housed in one remarkable space.

It will be a place where neighbors can find help, maybe not today or even next year. But when they need us, we will be there. And that makes Carroll County an even better place to be.

You Can’t Heal When You’re Hungry

When someone is in crisis or a victim of violence, they may suddenly find themselves without shelter, income or family Support.  If that happens, we will help them secure a safe and stable environment and provide food, shelter and clothing while they are recovering.

Families with children are especially vulnerable.  Our case managers work directly with landlords and leasing offices to provide financial assistance so that children can stay in their home schools.

The Hidden Epidemic

One in three women are victims of domestic violence at some time in their lives. Men can be victims, too.  For Janie, the abuse was a secret she held closely.   No one knew she lived in a state of fear, controlled by her abusive partner.  When her children grew old enough to understand what was going on, she gathered the courage to call our domestic violence hotline.  With the help of her FCS counselor and support services, she was able to leave her partner and start over.

Meet Iris

Iris is a regular face around West End Place.  One of our senior adult day members, she’s a fan of our day trips, especially the lunch outings.  Iris enjoys socializing with the other seniors and participating in the many activities we offer.  She loves our special events when we bring in musicians or other entertainers, and we love having her here!

Mental Healthcare For All

The new West End Place will be home to our adult, family and child behavioral health services.  In order to provide access to all, we accept most Insurance plans, including Medicare and Medicaid, and offer a sliding scale fee ­for those who are uninsured.  Our goal is to help those suffering from mental health or abuse issues to heal and live productive, fulfilling lives.

A New Home

We envision a newer, more comprehensive purpose for West End Place.  Slated for completion in 20??, the new building will house all of FCS’s Carroll County services.  Existing grants cover much of the cost, but we still need $500,000 to reach our goal.

The first floor renovation of the adult daycare and offices will allow us to serve more seniors and consolidate our counseling and case management services in one location.

The second floor of the existing building will be updated and refreshed to improve our existing senior independent living apartments.

The Historic West End Schoolhouse

The West End School was built in the late nineteenth century to replace the old elementary school at 180 West Main Street in Westminster.  The original school was a one-story, late Victorian brick building on a large triangular wedge of land behind West Main Street.  Safely tucked away behind houses, the school was surrounded by playing fields and open space.  Later, the building was doubled in size by the addition of the second story that looks today as if it had always been there.

Our Services

Medical Adult Daycare

Seniors socialize while enjoying activities, outings and a healthy breakfast and lunch, Monday through Friday, 7 am to 4 pm.  We provide transportation and visits to podiatrist, optometrist, and therapeutic services.

Senior Housing

We offer eight independent living efficiency apartments for low-income seniors.

Medication Management

Our psychiatrist and nurse practitioner evaluate and treat mental health conditions such as depression, anxiety, and bipolar disorder. 

Adult, Family and Child Behavioral Health

Licensed clinicians help those who struggle with mental health, behavior issues and trauma.  We accept most insurance plans or a sliding scale fee for service. 

Crisis Intervention Services

When someone is in immediate danger, we provide emergency food, shelter, clothing and transportation until they are in a safe environment. 

Domestic Violence Hotline

Our 24-hour domestic violence hotline is a lifeline for people in abusive relationships.  In Carroll County, call 443-865-8031 for help.

Case Management

We help connect victims of crime and domestic violence with social services and provide food, clothing, and emergency shelter.  We also help them navigate the criminal justice system and make sure they have a safe and stable place to live.

Support Groups

One in three women are victims of domestic violence at some time in their lives.  Men can also be affected.  We offer groups for domestic violence victims and general support groups for teens.
