Additional Senior Services
Senior Care Case Management serves low income Baltimore City Seniors age 65 and older at risk of Nursing Home placement. This service includes initial and ongoing assessments of client’s medical, social, and emotional needs, as well as a survey of living environment, family, social support and client’s level of functioning via periodic home visits and regular phone contact. The staff advocates for clients with other programs and resources and follow up to assure quality of care. Care Plans may include emotional and supportive counseling, caregiver support and education, assistance in obtaining food, transportation, benefits, housing and home maintenance, and assistance with medical bills and health insurance.

In response to inadequacy of local resources to serve low income seniors, Family and Children’s Services has developed a discretionary emergency fund for seniors who receive case management services. Program staff have added to the fund by developing small fundraising events to support it. The Donovan Fund began in honor of a client who left a small bequest to help other vulnerable seniors to remain safely in their own homes by paying for onetime unmet material needs (including energy costs, hearing aids, glasses, etc.) not covered by other programs.

Family and Children’s Services administers the Oscar Murray Fund in partnership with The Baltimore Community Foundation. This endowment was put in place by Oscar G Murray who was the 13th president of the B&O railroad. This endowment supports the widows and orphans of employees who were either furloughed or died in service to the B&O railroad.

West End Place Apartments offers housing to low income senior citizens. Located within Westminster City limits, West End Place Apartments accepts HUD and offers a sliding scale for clients awaiting housing assistance. Each of the 8 apartments is a one room efficiency furnished with a private bathroom, microwave, refrigerator, access to laundry facilities and a courtyard and patio, all in a secured, gated building.
