Children’s Permanency Program recruits and trains parents to foster/adopt medically fragile infants and children. We place drug- or HIV-exposed or alcohol-affected infants in foster homes while offering counseling and case management services to birth parents. If birth parents are unable to create a stable home for their children, foster families move forward with adoption. Foster/adoptive parents are also recruited to adopt older children. FCS provides ongoing training and support to families after adoption.

Outreach and Intervention Program seeks to prevent further delinquent behavior by Harford County youth who are referred to this program for intensive case management services through the Department of Juvenile Justice.

School Outreach and Advocacy Program (SOAP) offers early intervention and prevention services, including counseling, after-school therapeutic groups, recreational activities and mentoring services to at-risk students from four Harford County elementary schools. Additional services are offered to their families.

DRU Administrative Services/Success By 6 ® * provides early intervention services to families with children under six in the Druid Heights, Mondawmin, Reservoir Hill and Upton communities of Baltimore City. The goal is to prepare children for learning by helping thier parents become more effective. As the lead agency, Family and Children’s Services develops partnerships with organizations and community representatives, coordinates services and monitors the work of service providers.

Healthy Families Howard County provides the home-visiting component of a comprehensive program designed to reduce child neglect and abuse by supporting first-time parents in Howard County.

Home-Based Services for HIV+ and Drug-Affected Families supports Baltimore families dealing with HIV/AIDS in their efforts to function independently. Helps families address medical, employment, and housing needs; obtain health care; and plan for a smooth transition of dependent children to an alternative caregiver, if necessary.

Park Heights Family Support Center is a community-based center for families with children under four years of age, offering literacy, parenting and nutrition classes; GED preparation and employment readiness services; health screenings; and referrals to community resources. Staff works with parents and their children to ensure that each child achieves developmental milestones.

Supervised Visitation and Monitored Exchange Program allows non-custodial parents to visit their children in a secure environment at our Anne Arundel County Visitation Center in Glen Burnie. When parents should not have contact with one another, the center is a neutral location for children to be transferred safely from parent to parent. Through our Family Reunification Program , located in Pasadena, Anne Arundel County parents can visit their children in foster care as they take the steps necessary to regain custody.

Foster Grandparent Program provides low-income senior citizens with a stipend for work in community settings with special-needs children in need of a loving, attentive relationship with a nuturing grandparent figure. A federally-funded program.

In-Home Aid and Caregiver Services help individuals avoid premature institutionalization, provide training and respite for caregivers and promote family stability. Certified nursing assistants, under the super-vision of registered nurses, provide light housekeeping, meal preparation, laundry, shopping and personal care to elderly or disabled adults as well as those recovering from injury, illness or surgery. Social workers offer case management, counseling and mediation of family disputes. Sliding-fee scale services are offered throughout Central Maryland. Oscar G. Murray Program is a program that provides monthly grants or lump sum payments to help support widows and orphans of former B&O Railroad Company employees. The charitable trust is administered by the Baltimore Community Foundation and coordinated by Family and Children’s Services.

Senior Community Service Employement Program offers low-income senior citizens in Baltimore City work in a grant-funded training program in public or nonprofit organizations with the goal of moving workers to permanent jobs. In FY07, this program will expand to serve seniors in Carroll and Howard counties.
